Oxfordshire Housing Supply: Latest figures (July 2025)

Here is your up-to-date picture of how each district is performing against local housing targets for the Oxfordshire area. We’ve included the latest five year land supply position for each district and highlighted below where progress is being made and where challenges remain.

With demand for housing so high across the region, understanding the latest snapshot is important. Any housing land supply figures in red shows a district that can not currently meet its 5 year housing land supply target and those in green show those that are able to meet, and in some cases, exceed that target.

West Oxfordshire District: Housing land supply position contested at appeal

At a recent planning appeal concerning land south of Woodstock Road, West Oxfordshire’s housing land supply position was subject to challenge. The Local Planning Authority (LPA) presented evidence suggesting a housing land supply of a maximum of 4.3 years, acknowledging that the application of the standard method for calculating housing need is likely to result in a further reduction in this figure.

The appellant argued that the actual supply is lower, closer to 3.5 years, highlighting the ongoing pressure on land supply in this district.

South Oxfordshire: Inspector revises housing Land supply figure at appeal

South Oxfordshire District Council’s most recent Housing land supply statement, published in January 2025, reported a 4.5 year supply for the period from 1 April 2024 to 31 March 2029.

However, in a planning appeal decision issued on 9 May 2025, the inspector concluded that the actual supply was lower , at 4.07 years.

The figure of 5.93 year supply was published by the Local Planning Authority in December 2024 prior to the updated National Planning Policy Framework (NPPF). Read more on the updated NPPF here.
