Background
From an initial feasibility appraisal through to a full planning application, Edgars working closely with Woldon Architects supporting the client in securing value-added redevelopment of the Asterleigh Farm site. Alongside a range of disused modern agricultural buildings, the site featured a series of curtilage listed barns which had become redundant in terms of their original agricultural function and had fallen into disrepair. Edgars planning expertise combined with Woldon’s creative design approach enabled the reimagination of the site in a way that not only preserves its heritage but has unlocked its potential for contemporary use as residential development.
Challenge
Unlocking development that would bring about the greatest return was a key priority for the client. Local Policy supports redevelopment for employment or tourism use and, only where this would not be viable, is conversion to residential use supported. A key challenge was demonstrating that, based on costs and return, residential use of the site represented the optimal viable use. A further challenge was found in persuading the LPA that the principle of new build residential development was in accordance with Local Plan Policy following the granting of Class Q conversion of the modern barns to residential use.
Solution
Following the receipt of pre-application advice, Edgars took a two-pronged approach to the planning strategy, first focusing on securing the conversion of the traditional curtilage-listed barns and secondly, seeking Class Q conversion (under the GPDO) of the modern barns and their subsequent replacement with better quality new build homes. Woldon developed a more sympathetic design solution with regards to scale, form, massing and materials and led to a more sustainable outcome with the proposed dwellings having much greater energy efficiency. The design solution provided an optimal viable use that enhanced the setting of the curtilage listed buildings and wider landscape and further safeguarded their future conservation.
Results
The resulting masterplan provided a sustainable viable future for Asterleigh Farm, safeguarding the heritage assets in the long term. Through careful planning strategy development, Edgars and Woldon Architects were able to achieve an outcome that had previously not been supported by the Local Planning Authority and unlocked development that went above and beyond the expectations of the client, adding significant value to the site.
Conclusion
This project required a highly collaborative approach with the LPA, effectively coaching them on the merits of the planning strategy. Our ability to build positive relationships and communicate effectively enabled us to gain LPA support in recognising the significant planning gains resulting from this project.
