Background
Prior to purchase by the client, The Fox at Oddington had become outdated and was in need of significant investment to revitalise the building and enhance its offering in order for it to fulfil its full commercial potential.
The site offered an exciting opportunity for the client to expand their existing public house and guest accommodation portfolio and develop an outstanding experience for customers that is befitting of its charming Cotswolds location.
Challenge
For the client, securing a timely determination was crucial to allow for construction works to begin, minimising the length of time that the pub was closed. Whilst The Fox’s location within the Cotswolds National Landscape and Conservation Area provides charm and appeal, it is also highly sensitive to development and required a clear and robust planning strategy alongside a design solution that was responsive to its historic and landscape designations. The application initially generated resistance the County Council as highway authority, and local community in respect of parking provision.
Solution
Edgars engaged in pragmatic discussion with the LPA to demonstrate that whilst the number of guest bedrooms was increasing, the overall number of bedrooms was remaining the same due to the loss of staff accommodation.
Furthermore, planning permission and Listed Building Consent had previously been granted for a restaurant extension and therefore there was no material impact upon the size of the restaurant based upon what had previously been granted. Our careful negotiation with the Council led to their support of the development and an outcome that ensured the rich history of the building remained celebrated, whilst also ensuring that the client’s aspirations for the development could be accomplished.
Result
The client held ambitious timescales for the re-opening of The Fox and so speed and success were both crucial to delivering a positive outcome. Efficiency and collaboration amongst the project team alongside effective communication and negotiation with the LPA Officers enabled Edgars to ensure that the client met their goals and were trading within their target timescale.
Planning permission and listed building consent was granted in August 2021, with pre-commencement conditions discharged shortly thereafter.
Conclusion
