Background
The Mill Hotel has operated for the last four decades, however the existing hotel required significant investment, having been vacant for 2 years before being purchased by the client. The building was in a poor state of repair and its accommodation severely outdated.
The site however offered a significant opportunity for the client to expand its operation close to other sites owned and operated by the business. The clients aim was to develop a deconstructed hotel by utilising vernacular buildings in this beautiful setting on the edge of this Cotswold village.
Challenge
The site is located within the Cotswold National Landscape (AONB) and on the edge of a Conservation Area, as well containing a historic mill building which is regarded as a non-designated heritage asset. Naturally, this context is highly attractive yet sensitive to development and required a robust planning strategy and sensitive design solution.
Furthermore, the site’s proximity to a nearby river presented another significant challenge, necessitating extensive and detailed discussions with the Environment Agency to address the potential impact of flooding on the development
Solution
Through a forensic review of the planning history, Edgars were able to maximise the quantum of development to an acceptable level which did not constitute major development within the AONB – achieved through balancing existing and extant floorspace with that being demolished. The scheme delivers hotel accommodation through vernacular thatched cottages, with the traditional mill extended and reconfigured to provide a bar, restaurant and guest lounge.
Pragmatism, technical expertise and collaboration also played an important part in the project’s success, in ensuring that a late objection from the Environment Agency was overturned. Positive engagement with planning officers, local Councillors and the community has positioned applications favourably, achieving initial consent and subsequent applications for changes and to discharge conditions.
Result
Working tirelessly to overturn the EA’s objection at such a late stage was key to ensure that planning permission was granted, following a resolution to grant from planning committee. Planning permission was granted in August 2024.
A swift discharge of pre-commencement conditions shortly after permission was granted allowed the client to make almost an immediate start on site to ensure that the construction timescale could be adhered to and the target for opening met. Consent to vary the original permission via a Section 73 followed in the autumn of 2025.
Conclusion
This is a highly complex site in the Cotswold and we’re thrilled to have unlocked development which provides world class visitor accommodation and supports the clients expanded operation in the area. Jon Westerman, Director.
