Background
The client approached Edgars after two refused applications for the redevelopment of the building. The clients aim was to maximise the value of this light industrial premises in East Oxford by obtaining planning permission for residential development.
Colourful Coffins specialises in the manufacture of bespoke coffins. The business is growing at a fast rate, and the existing premises does not offer the space or facilities to support continued growth. The revenue generated from the redevelopment of the building would help to secure a new premises, allowing the business to operate more effectively.
Challenge
The site’s planning history and previous pre-application engagement with the council did not result in a positive determination for the redevelopment of the site, despite the site being considered as a highly sustainable location for new dwellings.
The reason of refusal of the two earlier planning applications revolved around the loss of the employment site, the lack of outdoor space and communal facilities for the dwellings created, and the impact of the proposals to the building – a locally listed building.
Solution
Edgars conducted comprehensive research into the planning history to identify what concerns needed to be addressed by the forthcoming application. Our research focused on the number of apartments being provided and the design solution. To ensure that the sites sale value could be maximised, our early advice was reviewed by several local estate agents to ensure there would be a sufficient return of investment before any application was progressed.
During the application we worked collaboratively with the client, and managed the project team to ensure the loss of the employment use was justifiable, the design conserved the significance of the building as a locally listed building, and provided adequate outdoor and communal facilities for the nine apartments proposed.
Result
Planning permission was granted for the conversion of the building to nine apartments; 2 x one bedrooms and 7 x two bedroom apartments in January 2023.
These nine new homes in this highly sustainable location are a positive contribution to the housing shortage within Oxford city.
