Background
Following the achievement of outline planning permission for the Ranges at Bicester Motion, which allowed for 21,180sqm of employment floorspace, Edgars were instructed to prepare a reserved matters planning application for an exciting new tenant – YASA.
YASA, a wholly owned subsidiary of Mercedes Benz and a spin-out from the University of Oxford, required a bespoke headquarters building for research and development at the cutting-edge
automotive engineering technologies.
Challenge
The key challenges for the client included the high level of risk associated with a potential planning application for a substantial building, and the constrained timescales – with the entire process requiring completion within 5 months. Additionally, the site constraints posed a challenge – being within a Conservation Area, in proximity to various listed buildings and Scheduled Monuments, and in proximity to a Local Wildlife Site. Therefore, it was necessary for Edgars to maximise the certainty of the planning approval, enabling smooth project delivery within these timeframes.
Solution
Edgars undertook early engagement with the LPA, including the corporate management team and the planning officer, which allowed for us to convey the project’s challenges and the value of
securing the consent for the client, Bicester Motion, the Council, and the wider region.
Securing the Council’s support early on allowed them to work collaboratively with Edgars to deliver the planning consent within the required timeframes whilst minimising the use of pre-commencement conditions. This collaborative approach enabled Edgars to navigate the planning process to ensure that the application was dealt with under delegated powers therefore
avoiding planning committee, political risk, and any impact upon the client’s timescales.
Result
The Reserved Matters application for YASA was determined in three months under delegated powers – with no objections being received and the Local Planning Authority describing the development as “high quality” and of an “innovative design” that respected the historic character of the site.
This first phase of development has already delivered wider social impact, creating 17 new jobs through construction, including 6 apprenticeships, as well as involving over 500 trade professionals through its construction, in addition to job creation and economic benefit attracted through YASA’s tenure.
Conclusion
